 AN  ACT  to  amend  the  agriculture and markets law, in relation to the
   establishment of a state commercial fishing industry advocate and  the
   creation  of  a  commercial  fishing  economic  development program to
   promote the state's commercial fishing industry
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The agriculture and markets law is amended by adding a new
 article 29-A to read as follows:
                               ARTICLE 29-A
                   COMMERCIAL FISHING INDUSTRY ECONOMIC
                            DEVELOPMENT PROGRAM
 SECTION 530. LEGISLATIVE FINDINGS AND INTENT.
         531. DEFINITIONS.
         532. NEW YORK STATE COMMERCIAL FISHING ADVOCATE ESTABLISHED.
         533. POWERS OF THE ADVOCATE.
         534. COMMERCIAL FISHING ECONOMIC DEVELOPMENT PROGRAM CREATED.
         535. REPORTS.
         536. ASSISTANCE OF OTHER STATE AGENCIES.
         537. FUNCTIONS, POWERS AND DUTIES OF OTHER DEPARTMENTS AND STATE
                AGENCIES.
   § 530. LEGISLATIVE FINDINGS AND  INTENT.  THE  LEGISLATURE  FINDS  AND
 DETERMINES:
   1.  THAT  THE  STATE'S COMMERCIAL FISHING INDUSTRY PLAYS A KEY ROLE IN
 THE CONTINUING ECONOMIC GROWTH AND VITALITY OF THE STATE;
   2. THAT THE COMMERCIAL FISHING INDUSTRY PRESENTS ECONOMIC  DEVELOPMENT
 OPPORTUNITIES  THAT COULD PROMOTE GROWTH THEREBY ENHANCING THESE EMPLOY-
 ERS AND EMPLOYEES IN FISH PROCESSING, RETAIL MARKETS,  RESTAURANTS,  AND
 OTHER  COMMERCIAL  FISHING  RELATED BUSINESSES, AS WELL AS PROMOTING THE
