 AN ACT to amend the public health  law,  in  relation  to  the  maternal
   health  crisis; and to repeal title 3 of article 25 of such law relat-
   ing to the control of midwifery
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  This act shall be known and may be cited as the "Chisholm
 Chance Act".
   § 2. Title 3 of article 25 of the public health law is REPEALED and  a
 new title 3 is added to read as follows:
                                 TITLE III
                            CHISHOLM CHANCE ACT
 SECTION 2560. LEGISLATIVE FINDINGS.
         2561. ADMINISTRATIVE HUB.
   §  2560.  LEGISLATIVE  FINDINGS.  1.  THE LEGISLATURE HEREBY FINDS AND
 DECLARES THAT SEVERE MATERNAL MORBIDITY CONSTITUTES  A  MATERNAL  HEALTH
 CRISIS  THAT POSES A SERIOUS THREAT TO THE HEALTH AND QUALITY OF LIFE OF
 MANY WOMEN AND CHILDREN. NEW YORK IS AMONG THE BOTTOM  THIRD  OF  STATES
 FOR THE NUMBER OF WOMEN DYING, WITH WOMEN OF COLOR DYING AT A RATE THREE
 AND  ONE-HALF  TIMES  MORE THAN OTHER WOMEN. THE HIGHEST RATES OF SEVERE
 MATERNAL MORBIDITY OCCURS IN TWO COUNTIES, KINGS AND BRONX COUNTY,  WITH
 THE HIGHEST RATE OCCURRING IN NORTH AND CENTRAL BROOKLYN.
   2.  THE  LEGISLATURE  FURTHER FINDS AND DECLARES THAT A PLAN SHOULD BE
 ESTABLISHED TO ADDRESS THE SEVERE MATERNAL MORBIDITY CRISIS.
   § 2561. ADMINISTRATIVE HUB. 1. THE DEPARTMENT SHALL DEVELOP, ESTABLISH
 AND ADMINISTER A COMMUNITY LED AND OPERATED ADMINISTRATIVE HUB IN  KINGS
 COUNTY  AND  BRONX  COUNTY  TO CONTRACT WITH MULTIPLE PAYERS IN ORDER TO
 COORDINATE OUTREACH BY SPECIALLY TRAINED  COMMUNITY-BASED  ORGANIZATIONS
 AND  COMMUNITY  HEALTH WORKERS TO FIND AND ENGAGE THE HIGHEST NEED WOMEN

 AN  ACT  to  amend  the  public  health law, in relation to the maternal
   health crisis and establishing two centers of maternal  and  childcare
   services;  and to repeal title 3 of article 25 of such law relating to
   the control of midwifery
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  This act shall be known and may be cited as the "Chisholm
 Chance Act".
   § 2. Title 3 of article 25 of the public health law is REPEALED and  a

         2563. APPROPRIATIONS.
   § 2560. LEGISLATIVE FINDINGS. 1.  THE  LEGISLATURE  HEREBY  FINDS  AND
