STECK -- read once and referred to the Committee on Energy AN ACT to amend the energy law, in relation to establishing a one hundred percent clean renewable energy system for electricity by two thousand thirty THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. New York state has a goal to transition away from fossil fuels to clean renewable energy. Since New York state is facing a climate emergency, it shall set a goal of achieving one hundred percent clean renewable energy for electricity by two thousand thirty for the purpose of creating jobs, promoting economic growth, improving public health, protecting the environment, and to avoid climate catastrophe. § 2. Subdivision 1 of section 6-104 of the energy law, as added by chapter 433 of the laws of 2009, is amended to read as follows: 1. The board shall adopt a state energy plan in accordance with the provisions of this article. SUCH PLAN SHALL ESTABLISH A GOAL OF ACHIEV- ING A ONE HUNDRED PERCENT CLEAN RENEWABLE ENERGY SYSTEM FOR ELECTRICITY BY TWO THOUSAND THIRTY-FOUR, WITH ZERO NET GREENHOUSE GAS EMISSIONS. AS USED IN THIS SECTION, "CLEAN RENEWABLE ENERGY" SHALL INCLUDE ENERGY DERIVED FROM SOLAR, WIND, GEOTHERMAL, AND TIDAL SOURCES, BUT DOES NOT INCLUDE NUCLEAR POWER, NATURAL GAS, BIOMASS, OR FOSSIL FUELS. § 3. This act shall take effect on the first of January next succeed- ing the date upon which it shall have become a law.
