 AN ACT to amend the vehicle and traffic law, in relation to the creation
   of an electric vehicle clean energy website
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  The  vehicle  and  traffic law is amended by adding a new
 section 114-f to read as follows:
   § 114-F. ELECTRIC VEHICLE. THE TERM "ELECTRIC VEHICLE" SHALL MEAN  AND
 INCLUDE A MOTOR VEHICLE THAT:
   1.  WAS  MANUFACTURED  FOR  USE PRIMARILY ON PUBLIC STREETS, ROADS AND
 HIGHWAYS;
   2. THE POWERTRAIN OF WHICH HAS NOT BEEN  MODIFIED  FROM  THE  ORIGINAL
 MANUFACTURER'S SPECIFICATIONS;
   3.  HAS  A  MAXIMUM  SPEED CAPABILITY OF AT LEAST FIFTY-FIVE MILES PER
 HOUR; AND
   4. IS PROPELLED AT LEAST IN PART BY AN ELECTRIC MOTOR  AND  ASSOCIATED
 POWER  ELECTRONICS WHICH PROVIDE ACCELERATION TORQUE TO THE DRIVE WHEELS
 SOMETIME DURING NORMAL VEHICLE OPERATIONS, AND  THAT  DRAWS  ELECTRICITY
 FROM A HYDROGEN FUEL CELL OR FROM A BATTERY THAT:
   (A) HAS A CAPACITY OF NOT LESS THAN FOUR KILOWATT HOURS; AND
   (B) IS CAPABLE OF BEING RECHARGED FROM AN EXTERNAL SOURCE OF ELECTRIC-
 ITY.
   §  2.  The  vehicle and traffic law is amended by adding a new section
 224-b to read as follows:
   § 224-B. ELECTRIC VEHICLE CLEAN ENERGY WEBSITE. 1.  THE  COMMISSIONER,
 IN  COOPERATION  WITH THE NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT
 AUTHORITY, SHALL COLLECT AND ANALYZE INFORMATION  ON  ELECTRIC  VEHICLES
 RELATING  TO  SUCH  ELECTRIC  VEHICLES'  CARBON FOOTPRINTS, ENERGY COSTS
 RELATED TO USE OF ELECTRIC VEHICLES,  AND  OTHER  INFORMATION  THAT  THE
