 AN ACT to amend the education law, in relation to meetings of  the  city
   board, city-wide councils, community councils and school based manage-
   ment teams
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 2590-b of the education law is amended by adding  a
 new subdivision 9 to read as follows:
   9.  NOTWITHSTANDING ANY PROVISION OF ARTICLE SEVEN OF THE PUBLIC OFFI-
 CERS LAW TO THE CONTRARY, THE CITY BOARD,  CITY-WIDE  COUNCILS  AND  THE
 COMMUNITY COUNCILS CONTINUED OR ESTABLISHED PURSUANT TO THIS SECTION MAY
 CONDUCT  MEETINGS  OR PARTS THEREOF REQUIRED TO BE PUBLIC BY SECTION ONE
 HUNDRED THREE OF THE PUBLIC OFFICERS LAW  REMOTELY  BY  VIDEOCONFERENCE,
 WITHOUT  THE  PHYSICAL  PRESENCE  OF MEMBERS OF THE PUBLIC OR MEMBERS OF
 SUCH CITY BOARD, CITY-WIDE COUNCIL OR COMMUNITY COUNCIL,  PROVIDED  THAT
 SUCH  MEETINGS  OR  PARTS  THEREOF COMPLY WITH THE REQUIREMENTS OF PARA-
 GRAPHS (D), (F), (G), (H) AND (I) OF  SUBDIVISION  TWO  OF  SECTION  ONE
 HUNDRED THREE-A OF THE PUBLIC OFFICERS LAW.
   § 2. Subparagraph (ii) of paragraph (b-1) of subdivision 15 of section
 2590-h the education law, as amended by chapter 345 of the laws of 2009,
 is amended to read as follows:
   (ii)  hold  at  least  one  meeting  per month during the school year;
 PROVIDED, HOWEVER, THAT NOTWITHSTANDING ANY PROVISION OF  ARTICLE  SEVEN
 OF  THE  PUBLIC  OFFICERS  LAW  TO THE CONTRARY, SCHOOL BASED MANAGEMENT
 TEAMS MAY CONDUCT MEETINGS OR PARTS THEREOF REQUIRED  TO  BE  PUBLIC  BY
 SECTION  ONE HUNDRED THREE OF THE PUBLIC OFFICERS LAW REMOTELY BY VIDEO-
 CONFERENCE WITHOUT THE PHYSICAL PRESENCE OF MEMBERS  OF  THE  PUBLIC  OR
 MEMBERS  OF SUCH SCHOOL BASED MANAGEMENT TEAMS, PROVIDED THAT SUCH MEET-
 INGS OR PARTS THEREOF COMPLY WITH THE REQUIREMENTS  OF  PARAGRAPHS  (D),
 (F),  (G), (H) AND (I) OF SUBDIVISION TWO OF SECTION ONE HUNDRED THREE-A
