ZACCARO -- read once and referred to the Commit- tee on Economic Development AN ACT to amend the general business law, in relation to authorizing and permitting appearance enhancement licensees to apply dye to eyelash and eyebrow hair THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as "Sabrina's law". § 2. The general business law is amended by adding a new section 404-d to read as follows: § 404-D. DYEING OF EYELASH AND EYEBROW HAIR. RULES AND REGULATIONS ESTABLISHING STANDARDS FOR PRACTICES AND OPERATIONS BY LICENSEES PROMUL- GATED PURSUANT TO THE PROVISIONS OF SECTION FOUR HUNDRED FOUR OF THIS ARTICLE SHALL AUTHORIZE AND PERMIT LICENSEES TO APPLY DYE TO EYELASH OR EYEBROW HAIR. § 3. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11982-02-3
