 AN ACT directing the New York  state  energy  research  and  development
   authority to establish a rebate program for bikes with electric assist
   and scooters purchased for small businesses

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The New York state energy research and development authori-
 ty (NYSERDA) is hereby directed to establish a program to  permit  class
 one,  class  two,  and  class three bicycles with an electric assist, as
 defined in section 102-c of the vehicle and traffic  law,  and  electric
 scooters,  as defined in section 114-e of the vehicle and traffic law to
 be eligible for a fifty percent rebate, with a maximum rebate amount  of
 one thousand one hundred dollars ($1,100), provided such bicycle with an
 electric  assist  or  scooter was purchased from a small business in New
 York state. As used in this act, "small business" means a business which
 is resident in this state, independently owned and operated,  not  domi-
 nant in its field and employs twenty-five or less persons.
   § 2. This act shall take effect immediately.
