 AN ACT to amend the veterans' services law, in relation to requiring the
   notification to veterans of the  availability  of  veterans'  services
   free of charge by federal, state, and local veteran agencies

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The veterans' services law  is  amended  by  adding  a  new
 section 29-b to read as follows:
   §  29-B.  NOTIFICATION TO VETERANS FOR FREE SERVICES. 1.  DEFINITIONS.
 FOR THE PURPOSES OF THIS SECTION, THE FOLLOWING  TERMS  SHALL  HAVE  THE
 FOLLOWING MEANINGS:
   (A)  "VETERAN"  SHALL  HAVE  THE  SAME MEANING AS SUCH TERM IS DEFINED
 PURSUANT TO SUBDIVISION THREE OF SECTION ONE OF THIS ARTICLE.
   (B) "VETERANS SERVICES MATTER" MEANS THE PREPARATION, PRESENTATION, OR
 PROSECUTION OF ANY CLAIM AFFECTING ANY PERSON WHO HAS FILED OR EXPRESSED
 AN INTENT TO FILE A CLAIM FOR ANY BENEFIT, PROGRAM, SERVICE,  COMMODITY,
 FUNCTION,  OR  STATUS, ENTITLEMENT TO WHICH IS DETERMINED UNDER THE LAWS
 AND REGULATIONS ADMINISTERED BY THE UNITED STATES DEPARTMENT OF VETERANS
 AFFAIRS, THE DEPARTMENT, THE NEW YORK STATE  DIVISION  OF  MILITARY  AND
 NAVAL AFFAIRS, THE NEW YORK CITY DEPARTMENT OF VETERANS' SERVICES, LOCAL
 COUNTY  VETERANS  SERVICE AGENCY, THE OFFICE OF THE NEW YORK STATE COMP-
 TROLLER AND OTHER FEDERALLY CHARTERED VETERANS SERVICE ORGANIZATIONS  OR
 ANY OTHER STATE DEPARTMENT, AGENCY, OFFICE, OR CORPORATION PERTAINING TO
 VETERANS,  THEIR  DEPENDENTS,  THEIR SURVIVORS, AND ANY OTHER INDIVIDUAL
 ELIGIBLE FOR SUCH BENEFITS.
   (C) "COMPENSATION" MEANS PAYMENT OF ANY  MONEY,  THING  OF  VALUE,  OR
 FINANCIAL BENEFIT.
   (D) "PERSON" MEANS AN INDIVIDUAL, CORPORATION, BUSINESS TRUST, ESTATE,
 TRUST,   PARTNERSHIP,  LIMITED  LIABILITY  COMPANY,  ASSOCIATION,  JOINT
