 AN ACT to amend the education law, in relation to requiring new teachers
   to have completed training for evidence-based reading instruction
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 3004 of the education law is amended  by  adding  a
 new subdivision 7 to read as follows:
   7.  A.  NOTWITHSTANDING  ANY  OTHER PROVISION OF LAW, THE COMMISSIONER
 SHALL PRESCRIBE REGULATIONS REQUIRING THAT ALL PERSONS APPLYING,  ON  OR
 AFTER  JANUARY  FIRST,  TWO  THOUSAND  TWENTY-FIVE, FOR A CERTIFICATE OR
 LICENSE TO BE A CHILDHOOD EDUCATION TEACHER,  EARLY  EDUCATION  TEACHER,
 SPECIAL  EDUCATION  TEACHER, OR READING SPECIALIST SHALL, IN ADDITION TO
 ALL OTHER CERTIFICATION OR LICENSURE REQUIREMENTS,  HAVE  COMPLETED  TWO
 HOURS  OF  COURSEWORK OR TRAINING IN EVIDENCE-BASED READING INSTRUCTION.
 SUCH COURSEWORK SHALL INCLUDE EDUCATION ON:
   I. LANGUAGE ACQUISITION;
   II. LITERACY DEVELOPMENT;
   III. PHONOLOGICAL PROCESSING;
   IV. PHONICS AND WORD RECOGNITION DEVELOPMENT;
   V. SPELLING;
   VI. FLUENCY AND AUTOMATICITY DEVELOPMENT;
   VII. VOCABULARY DEVELOPMENT;
   VIII. TEXT COMPREHENSION DEVELOPMENT;
   IX. ASSESSMENT ADMINISTRATION AND INTERPRETATION;
   X. LETTER FORMATION;
   XI. ORTHOGRAPHIC PROCESSING;
   XII. MORPHOLOGICAL AWARENESS;
   XIII. STRUCTURE OF LANGUAGE;
   XIV. LANGUAGE BASED LEARNING DISABILITIES;
   XV. WRITTEN EXPRESSION; AND
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
