   tee on Corporations, Authorities and Commissions
 
 AN  ACT  to  amend  the public authorities law, in relation to a reduced
   rate or no fare program in the metropolitan  transportation  authority
   for disabled veterans

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 1266 of the public authorities law  is  amended  by
 adding a new subdivision 20 to read as follows:
   20.  NOTWITHSTANDING  ANY  OTHER  PROVISION OF LAW OR THE TERMS OF ANY
 CONTRACT, THE AUTHORITY IN CONSULTATION WITH THE NEW YORK  CITY  TRANSIT
 AUTHORITY,  THE LONG ISLAND RAIL ROAD AND THE METRO-NORTH COMMUTER RAIL-
 ROAD COMPANY SHALL ESTABLISH AND IMPLEMENT A HALF FARE RATE PROGRAM  FOR
 TRANSPORTATION  ON  NEW YORK CITY TRANSIT AUTHORITY SYSTEMS FOR VETERANS
 RATED THIRTY PERCENT OR MORE DISABLED BY THE UNITED STATES DEPARTMENT OF
 VETERANS AFFAIRS; AND A NO FARE PROGRAM FOR TRANSPORTATION ON  NEW  YORK
 CITY  TRANSIT  AUTHORITY  SYSTEMS FOR VETERANS RATED ONE HUNDRED PERCENT
 DISABLED. FOR PURPOSES OF THIS SUBDIVISION "VETERAN" SHALL MEAN A MEMBER
 OF THE ARMED FORCES OF THE UNITED STATES WHO SERVED  AND  WAS  HONORABLY
 DISCHARGED  OR  RELEASED  UNDER  CONDITIONS OTHER THAN DISHONORABLE FROM
 SUCH SERVICE, AND PRESENTS AN AUTHORIZED  VETERAN  IDENTIFICATION  CARD,
 AND  WHO  IS A RESIDENT OF THE STATE OF NEW YORK AT THE TIME OF APPLICA-
 TION FOR THE PROGRAM.
   § 2. This act shall take effect immediately.
