 AN ACT  to  amend  the  penal  law,  the  criminal  procedure  law,  the
   correction  law, the social services law, the vehicle and traffic law,
   the family court act, the civil rights law, the civil practice law and
   rules, the agriculture and markets  law  and  the  judiciary  law,  in
   relation  to  certain sex offenses; and to amend a chapter of the laws
   of 2023, amending the penal  law,  the  criminal  procedure  law,  the
   correction  law, the social services law, the vehicle and traffic law,
   the family court act, the civil rights law, the civil practice law and
   rules, the agriculture and markets law,  the  judiciary  law  and  the
   domestic relations law relating to sex offenses, as proposed in legis-
   lative  bills  numbers S. 3161 and A.  3340, in relation to the effec-
   tiveness thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  10  of  section  130.00 of the penal law, as
 amended by chapter 264 of the laws  of  2003,  is  amended  to  read  as
 follows:
   10.  "Sexual conduct" means VAGINAL sexual [intercourse] CONTACT, oral
 sexual [conduct] CONTACT,  anal  sexual  [conduct]  CONTACT,  aggravated
 sexual contact, or sexual contact.
   §  2. Paragraph 2 of subdivision 18 of section 10.00 of the penal law,
 as amended by a chapter of the laws of 2023 amending the penal law,  the
 criminal procedure law, the correction law, the social services law, the
 vehicle and traffic law, the family court act, the civil rights law, the
 civil practice law and rules, the agriculture and markets law, the judi-
 ciary  law  and  the domestic relations law relating to sex offenses, as
 proposed in legislative bills numbers S. 3161 and A. 3340, is amended to
 read as follows:
   (2) a person fourteen or fifteen years old who is criminally responsi-
 ble for acts constituting the crimes defined in subdivisions one and two
 of section 125.25 (murder in the second degree) and in subdivision three
 of such section provided that the underlying crime for the murder charge
