Amends the 2023 capital projects budget to allow competitive grants to provide safety and security projects at nonprofit organizations at risk of hate crimes or attacks to be awarded to small businesses as defined by section 131 of the economic development law; expands existing capital grants for nonprofits at risk of hate crimes to small businesses at risk of hate crimes.

O'DONNELL -- read once and referred to the Committee on Ways and Means AN ACT to amend chapter 54 of the laws of 2023, enacting the capital projects budget, in relation to making technical corrections thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1 of chapter 54 of the laws of 2023, enacting the capital projects budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items underscored in this section. DIVISION OF CRIMINAL JUSTICE SERVICES CAPITAL PROJECTS 2023-24 SAFETY AND SECURITY PROJECTS FOR AT RISK FACILITIES (CCP) Capital Projects Funds - Other Capital Projects Fund - 30000 Program Improvement/Change Purpose For competitive grants to provide safety and security projects at nonprofit organiza- tions OR SMALL BUSINESS AS DEFINED BY SECTION 131 OF THE ECONOMIC DEVELOPMENT LAW at risk of hate crimes or attacks including, but not limited to, at a facil- ity, virtually or on the internet because of their ideology, beliefs or mission, provided that $10,000,000 be made avail- able for not-for-profit reproductive health centers. Provided that an assess- ment of facilities at risk may include, but not be limited to, considerations of EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
