 AN  ACT relating to funding for highway construction and improvements in
   western New York
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The sum of two billion dollars ($2,000,000,000), or so much
 thereof  as  may be necessary, is hereby appropriated to the highway and
 bridge capital account of the dedicated highway and bridge  trust  fund,
 out  of  any  moneys  appropriated  to  the  metropolitan transportation
 authority in the 2024 state fiscal plan, and made immediately  available
 for  construction, reconstruction, enhancement and improvement of state,
 county, town, city, and village roads, highways, parkways,  and  bridges
 thereon in New York state. Such moneys shall be payable on the audit and
 warrant  of  the  comptroller  on  vouchers certified or approved by the
 commissioner of transportation in the manner prescribed by law.
   § 2. This act shall take effect April 1, 2024.
