 AN ACT to amend the public housing law in relation to establishing a New
   York city public housing  painters'  apprenticeship  program;  and  to
   amend  the  labor  law,  in  relation to establishing a New York state
   public housing painters' apprenticeship program

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The public housing law is amended by adding a new section
 402-h to read as follows:
   §  402-H.  NEW  YORK  CITY  PUBLIC  HOUSING  PAINTERS'  APPRENTICESHIP
 PROGRAM.  1.  THERE IS HEREBY ESTABLISHED A NEW YORK CITY PUBLIC HOUSING
 PAINTERS' APPRENTICESHIP PROGRAM. SUCH PROGRAM WILL BE  ADMINISTERED  BY
 THE NEW YORK CITY HOUSING AUTHORITY.
   2.  (A) APPLICATIONS TO PARTICIPATE IN SUCH APPRENTICESHIP PROGRAM MAY
 BE SUBMITTED TO THE NEW YORK CITY HOUSING AUTHORITY  IN  SUCH  FORM  AND
 MANNER AS MAY BE PRESCRIBED BY THE AUTHORITY.
   (B) ELIGIBILITY FOR THE NEW YORK CITY PUBLIC HOUSING PAINTERS' APPREN-
 TICESHIP  PROGRAM  SHALL  INCLUDE,  BUT NOT BE LIMITED TO, THE FOLLOWING
 CONSIDERATIONS:
   (I) PARTICIPANTS IN THE PROGRAM SHALL BE  LIMITED  TO  NEW  YORK  CITY
 HOUSING AUTHORITY RESIDENTS.
   (II)  APPLICANTS  FOR THE PROGRAM SHALL NOT BE DEEMED INELIGIBLE BASED
 ON CRIMINAL HISTORY.
   3. SKILLS LEARNED AS PART OF THE NEW YORK CITY PUBLIC HOUSING  APPREN-
 TICESHIP PROGRAM SHALL INCLUDE, BUT NOT BE LIMITED TO:
   (A)  WORKPLACE SAFETY SKILLS AND PROCEDURES, INCLUDING BUT NOT LIMITED
 TO:
   (I) USE AND MAINTENANCE OF HAND AND POWER TOOLS;
   (II) SIGNALING, RIGGING, AND HOISTING;
   (III) LEAD AND ASBESTOS ABATEMENT;
   (IV) LADDER, SCAFFOLD, AND FORKLIFT SAFETY;
   (V) FIRST AID; AND
   (VI) PROPER USE OF PERSONAL PROTECTIVE EQUIPMENT;
