S T A T E O F N E W Y O R K ________________________________________________________________________ 9530 I N A S S E M B L Y March 20, 2024 ___________ Introduced by M. of A. TANNOUSIS -- read once and referred to the Committee on Governmental Operations AN ACT to amend the state finance law, in relation to directing the comptroller to examine and audit appropriations and contracts for short-term humanitarian aid including shelter services to migrant individuals and families THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature hereby finds that the state of New York and the city of New York have a migrant crisis and that as the city of New York distributes funding for the relief of this migrant crisis, such funds should have oversight from the comptroller of the state of New York on how such funding is spent. § 2. Section 8 of the state finance law is amended by adding two new subdivisions 21 and 22 to read as follows: 21. NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, EXAMINE AND AUDIT ALL FUNDS APPROPRIATED FOR HUMANITARIAN AID, INCLUDING SHORT-TERM SHELTER SERVICES, TO MIGRANT INDIVIDUALS AND FAMILIES, INCLUDING COSTS ASSOCIATED WITH HUMANITARIAN EMERGENCY RESPONSE AND RELIEF CENTERS FOR MIGRANT INDIVIDUALS ENTERING SHORT-TERM SHELTERS ON OR AFTER APRIL FIRST, TWO THOUSAND TWENTY-TWO IN THE CITY OF NEW YORK, AND INCLUDING PUBLIC ASSISTANCE BENEFITS AND/OR OTHER BENEFITS PROVIDED TO MIGRANT INDIVIDUALS AND FAMILIES. UPON THOROUGH EXAMINATION, AUDIT, AND IDEN- TIFICATION OR PROPORTIONALITY OF DISTRIBUTIONS, MAKE A REPORT TO THE LEGISLATURE CONTAINING SAID FINDINGS PRIOR TO THE CONVENING OF ITS ANNU- AL SESSION AND MAKE SUCH REPORT AVAILABLE TO THE PUBLIC ON THE STATE COMPTROLLER'S WEBSITE. 22.
