 Introduced by Sens. BORRELLO, OBERACKER -- read twice and ordered print-
   ed,  and  when  printed  to  be committed to the Committee on Investi-
   gations and Government Operations
 
 AN ACT in relation to prohibiting a  government  entity,  its  political
   subdivisions,  agents  or assigns from issuing regulations or guidance
   related to the COVID-19 virus without first getting approval from  the
   state legislature
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  No  government  entity,  or  its  political  subdivisions,
 agents, or assigns, shall be permitted to issue a regulation or guidance
 that  includes criminal or civil penalties related to the COVID-19 virus
 without prior authorization from the state legislature. The  legislature
 may authorize a regulation or guidance by concurrent resolution.
   § 2. This act shall take effect immediately.
