BILL NUMBER: S1417 SPONSOR: GOUNARDES TITLE OF BILL: An act to amend the public authorities law, in relation to directing the metropolitan transportation authority to establish a student fare program for trains and buses PURPOSE OR GENERAL IDEA OF BILL: To extend the current student metrocard program to apply to express bus service. SUMMARY OF PROVISIONS: Section 1 adds a new section 1266-1 to the Public Authorities Law to establish a student metrocard program in New York City for students kindergarten through twelfth grade who live a half mile or more from the school they attend and applies to express bus service. Section 2 establishes the effective date.

GOUNARDES -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to directing the metropolitan transportation authority to establish a student fare program for trains and buses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1266-l of the public authorities law, as added by chapter 668 of the laws of 2022, is renumbered 1266-m and a new section 1266-n to read as follows: § 1266-N. STUDENT FARE PROGRAM. NOTWITHSTANDING ANY OTHER PROVISION OF LAW TO THE CONTRARY, THE AUTHORITY SHALL ESTABLISH A STUDENT FARE PROGRAM. SUCH PROGRAM SHALL PROVIDE EACH STUDENT IN A CITY HAVING A POPULATION OF ONE MILLION OR MORE, WHO ATTENDS KINDERGARTEN THROUGH TWELFTH GRADE AND WHO RESIDES A HALF MILE OR MORE FROM THE SCHOOL SUCH STUDENT ATTENDS, WITH A FARE REDUCTION EQUAL TO THE STANDARD PAY-PER- RIDE FARE FOR THREE FARES BETWEEN 5:00 A.M. AND 10:00 P.M. EACH WEEKDAY FOR ANY AND ALL TRAIN AND/OR BUS TRAVEL, INCLUDING BUT NOT LIMITED TO STANDARD BUS SERVICE AND EXPRESS BUS SERVICE. ANY DIFFERENCE BETWEEN THE STANDARD PAY-PER-RIDE FARE AND THE REQUIRED FARE FOR SUCH SERVICE SHALL BE PAID BY SUCH STUDENT. § 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
