AN ACT to direct the department of civil service to study certain
airport-related titles
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The department of civil service is hereby directed to
conduct a study on airport-related titles in the civil service of the
state and in all municipal civil service commissions. Such study shall
include, but not be limited to, an identification of titles in all
airports whose hiring procedures are subject to provisions of the civil
service law and the jurisdictional classification of such titles, an
identification of all such positions that are currently vacant or filled
by provisional or temporary appointment and the length of such provi-
sional or temporary appointment, an assessment of how frequently open-
competitive examinations for such titles in the competitive class are
held, and a review of open-competitive examinations that have been used
in the past to fill such titles in the competitive class. The department
shall prepare a report on its findings that shall also include recommen-
dations to the legislature on increasing the number of permanent
appointments in such titles and on ensuring that the necessary quali-
fications for such titles are adequately assessed in competitive exam-
inations.
§ 2. The department of civil service shall complete and issue the
report provided for in section one of this act to the governor, the
temporary president of the senate, and the speaker of the assembly with-
in one hundred eighty days of the effective date of this act.
§ 3. This act shall take effect immediately.
