TITLE OF BILL:

An act in relation to directing the department of health to extend the
New York state Medicaid doula services pilot program

 
PURPOSE OR GENERAL IDEA OF BILL:

This bill would extend the New York state Medicaid doula services pilot
program, which has been in effect in Erie County since 2019 for an addi-
tional four years.

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1 extends the New York state Medicaid doula services pilot
program in Erie County under the same terms and conditions until March
1, 2027.

Section 2 is the effective date.

 
JUSTIFICATION:

In April 2018, New York State announced a Medicaid pilot program in Erie
and County to cover doula services including up to eight prenatal and
postpartum visits, and support during labor and delivery. The New York
State Doula Pilot Program began in March 2019, in Erie County (Buffalo).
As of September 2022, roughly 19% (830) of all Medicaid births in Erie
County have received doula support.

Ninety seven percent of the people who have had a doula through the
pilot program reported a positive experience - stating that their doula
was good or excellent, and 97% of those who had a doula stated that it
improved their child birthing experiences.

New York State has several bills waiting to become laws that will play
an integral part in making access to doulas an achievable goal for
women, especially here in Erie County. Erie County is the only active
Doula Pilot program in the state currently. This program has generated
great momentum over the past 4 years, and it is imperative that we make
this continuum of care permanent.

EFFECTIVE DATE:
This act shall take effect immediately and shall be deemed to have been
in full force and effect on and after February 28, 2023.

 AN ACT in relation to directing the department of health to  extend  the
   New York state Medicaid doula services pilot program
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any other law, rule or  regulation  to  the
 contrary, the department of health shall extend the New York state Medi-
 caid  doula  services  pilot program in Erie county under the same terms
 and conditions until March 1, 2027. The cost to administer such  program
 extension shall not exceed $500,000 over four years.
   §  2.  This  act  shall take effect immediately and shall be deemed to
