 AN ACT to amend the administrative code of the  city  of  New  York,  in
   relation  to  the  application  of  special  rebates  and discounts to
   certain eligible energy users

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Paragraph  7  of subdivision (a) of section 22-602 of the
 administrative code of the city of New York, as added by chapter 107  of
 the laws of 2003, is amended to read as follows:
   (7)  Notwithstanding  any  provisions  of  this  subdivision,  special
 rebates and discounts shall not exceed ten thousand dollars per year per
 employee or full-time equivalent with respect to applications  certified
 pursuant  to  this  chapter  after  June  thirtieth, two thousand three;
 EXCEPT THAT SUCH LIMIT SHALL NOT APPLY TO AN ELIGIBLE ENERGY  USER  THAT
 CONDUCTS  A  MANUFACTURING  ACTIVITY WITHIN THE CITY PRODUCING NEW GOODS
 PRIMARILY FROM WASTE PAPER OR OTHER RECYCLABLES COLLECTED FROM  RESIDEN-
 TIAL SOURCES IN THE CITY.
   § 2. This act shall take effect immediately.
