TITLE OF BILL:

An act to amend the education law, in relation to references by a city
school district with a population of one million or more to public holi-
days

 
PURPOSE:

To require New York City public schools to refer to public holidays in
any document or literature, including school calendars.

 
SUMMARY PROVISIONS:

Section one amends the education law by adding a new section 3229.

Section two is the effective date.

 
JUSTIFICATION:

The recent decision by the NYC Department of Education to eliminate
Columbus Day, a legal national and state holiday on the school calendar
and replacing it with Indigenous Peoples Day, is an insult to Italian
Americans and the contributions they have made to society and American
culture. "Canceling out" Columbus Day, which was celebrated long before
it became a national holiday in 1937, is a misguided attempt to erase
history and erase the contributions that formed the freest country on
Earth. Today, we are one people, Americans with one goal of life, liber-
ty and the pursuit of happiness without government interference. Democ-
racy took another hit, when New York City education bureaucrats took
unilateral action to erase Columbus Day from the official school calen-
dar without the knowledge of the Mayor, Chancellor and more importantly,
without knowledge from the people of New York City. This bill seeks to
rectify this misguided policy by requiring all legally recognized New
York State holidays, including Columbus Day, as defined in New York
State Law are included in the New York City public school calendar and
other distributed NYC Department of Education documents. Having a day to
recognize indigenous people should not replace or r ename a federal and
state holiday that is law of the land. This only dilutes the contrib-
utions and progress that these two cultures have made to our great Amer-
ican society.

 AN ACT to amend the education law, in relation to references by  a  city
   school  district  with  a  population of one million or more to public
   holidays

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The education law is amended by adding a new section 3229
 to read as follows:
   § 3229. PUBLIC HOLIDAYS. A CITY SCHOOL DISTRICT OF A CITY WITH A POPU-
 LATION OF ONE MILLION OR  MORE  SHALL  REFER  TO  ALL  PUBLIC  HOLIDAYS,
 INCLUDING BUT NOT LIMITED TO COLUMBUS DAY, BY THE DESIGNATED NAME PURSU-
 ANT TO SECTION TWENTY-FOUR OF THE GENERAL CONSTRUCTION LAW.  ANY LITERA-
 TURE OR DOCUMENT CREATED AND/OR DISTRIBUTED BY SUCH CITY SCHOOL DISTRICT
 SHALL  REFER  TO SUCH HOLIDAYS IN SUCH MANNER, INCLUDING BUT NOT LIMITED
 TO SCHOOL CALENDARS.
   § 2. This act shall take effect immediately.
