TITLE OF BILL:

An act authorizing the town board of the town of Islip, county of
Suffolk, to transfer funds from the Kismet street improvement district
to a special fund for the collection and removal of trash from the
hamlet of Kismet

 
PURPOSE:

To authorize the town of Islip, county of Suffolk, upon approval from
the town board, to transfer funds from the Kismet street improvement
district to a special fund for the collection and removal of trash.

 
SUMMARY OF PROVISIONS:

Section 1: Authorizes the town of Islip, county of Suffolk, upon
approval from the town board, to transfer funds from the Kismet street
improvement district to a special fund for the collection and removal of
garbage and solid waste from the community of Kismet.

 
JUSTIFICATION:

The hamlet of Kismet, located in the Town of Islip, Suffolk County, is
the westernmost beach community on Fire Island. For two months out of
the year, they have an overflow of garbage on their beaches. The hamlet
has attempted to mitigate this problem by posting for beachgoers to
"take your trash with you" however this has not solved the issue. Since
these beachgoers are on the whole not residents of the hamlet, funding
community cleanup shouldn't burden the taxpayers of Kismet. Therefore,
the Town of Islip should transfer funds from a Street improvement
District to a fund for garbage removal for the hamlet of Kismet to keep
the beaches clean during the two month period that the hamlet needs
assistance.

 AN ACT authorizing the town board  of  the  town  of  Islip,  county  of
   Suffolk, to transfer funds from the Kismet street improvement district
   to  a  special  fund  for the collection and removal of trash from the
   hamlet of Kismet
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any contrary provision of the town law, the
 general  municipal  law,  or any other provision of law to the contrary,
 the town board of the town  of  Islip,  county  of  Suffolk,  is  hereby
 authorized, upon approval of such town board, to transfer funds from the
 Kismet  street improvement district to a special fund for the collection
 and removal of garbage and solid waste from the hamlet of Kismet in  the
 town of Islip, county of Suffolk.
   § 2. This act shall take effect immediately.
