BILL NUMBER: S5382 SPONSOR: HARCKHAM TITLE OF BILL: An act to amend the state finance law, in relation to requiring certain agreements be included in the synopsis of requests for appropriations for the state budget PURPOSE: Requires certain agreements be included in the synopsis of requests for appropriations for the state budget. SUMMARY OF PROVISIONS: Section 1 amends section 22-a of the state finance law to require all written agreements between the governor and the legislature that relate to any budget appropriations, such written agreements to also be published on the division of budget website. Section 2 provides the effective date.

S T A T E O F N E W Y O R K ________________________________________________________________________ 5382 2023-2024 Regular Sessions I N S E N A T E March 3, 2023 ___________ Introduced by Sen. HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to requiring certain agreements be included in the synopsis of requests for appropriations for the state budget THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 22-a of the state finance law, as added by chapter 762 of the laws of 1992, is amended to read as follows: § 22-a. Synopsis of requests for appropriations; submittal by budget director. The director of the budget shall, within thirty days following receipt of the requested appropriations pursuant to the first paragraph of section one of article seven of the constitution, submit to the chairs of the assembly ways and means committee and the senate finance committee a synopsis of such requests, including but not limited to: (a) a schedule of appropriations requested as compared to the prior year, (b) a brief description of the department's, division's or office's priorities for receiving funding, [and] (c) a discussion of major chang- es or initiatives recommended for the ensuing fiscal year, AND (D) ALL WRITTEN AGREEMENTS BETWEEN THE GOVERNOR AND THE LEGISLATURE THAT RELATE TO ANY BUDGET APPROPRIATIONS, SUCH WRITTEN AGREEMENTS SHALL ALSO BE PUBLISHED ON THE PUBLIC WEBSITE OF THE DIVISION OF THE BUDGET. § 2.
