BILL NUMBER: S6265 SPONSOR: JACKSON TITLE OF BILL: An act to amend the labor law, in relation to eligibility for unemploy- ment benefits for certain New York city emergency medical services personnel under quarantine for coronavirus (COVID-19) PURPOSE: The purpose of this bill is to allow anyone employed as an emergency medical technician (EMT) or paramedic in New York City's 911 system that was required to quarantine as a result of COVID-19 is not deprived of benefits as a result of their quarantine. SUMMARY OF PROVISIONS: Section 1 adds a new subdivision 2-a to Section 591 of the Labor Law to provide that anyone who is employed as an EMT or paramedic in New York City's 911 system that was required to quarantine as a result of COVID- 19 is not deprived of benefits as a result of their quarantine.

JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Labor AN ACT to amend the labor law, in relation to eligibility for unemploy- ment benefits for certain New York city emergency medical services personnel under quarantine for coronavirus (COVID-19) THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 591 of the labor law is amended by adding a new subdivision 2-a to read as follows: 2-A. COVID-19 QUARANTINE. NOTWITHSTANDING ANY OTHER PROVISIONS OF LAW, ANY PERSON WHO IS EMPLOYED BY THE CITY OF NEW YORK OR BY A HOSPITAL WITHIN THE CITY OF NEW YORK WHOSE DUTIES ARE THOSE OF AN EMERGENCY MEDICAL TECHNICIAN OR ADVANCED EMERGENCY MEDICAL TECHNICIAN (AS THOSE TERMS ARE DEFINED IN SECTION THREE THOUSAND ONE OF THE PUBLIC HEALTH LAW) RESPONDING TO CALLS FOR EMERGENCY MEDICAL SERVICES IN THE CITY OF NEW YORK'S 911 SYSTEM, WHO IS UNDER MANDATORY OR VOLUNTARY QUARANTINE AS A RESULT OF THE CORONAVIRUS (COVID-19), SHALL NOT BE DEPRIVED OF BENEFIT PAYMENTS BY REASON OF SUCH QUARANTINE. CLAIMANTS SHALL NOT BE REQUIRED TO PARTICIPATE IN REEMPLOYMENT SERVICES OR USE VACATION TIME WHILE UNDER QUARANTINE. § 2. This act shall take effect immediately.
