BILL NUMBER: S6881 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the energy law, in relation to explicitly permitting the standard utility interconnection of sub-transmission lines for partic- ular projects PURPOSE: This bill seeks to provide clarity that certain distributed energy sources may interconnect to a sub transmission line in the same way they currently interconnect to other such lines. SUMMARY OF PROVISIONS: Section 1. Makes clear that despite other policies to the contrary, distributed generation projects may interconnect to a sub transmission line provided they meet all other applicable rules and standards. Section 2. Sets forth the effective date.

SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the energy law, in relation to explicitly permitting the standard utility interconnection of sub-transmission lines for partic- ular projects THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The energy law is amended by adding a new section 21-107 to read as follows: § 21-107. INTERCONNECTION AT SUB-TRANSMISSION LINES. NOTWITHSTANDING ANY LAW, RULE, REGULATION, POLICY OR GUIDELINE TO THE CONTRARY, ALL FORMS OF ENERGY CONSIDERED DISTRIBUTED GENERATION UNDER THE STATE'S STANDARDIZED INTERCONNECTION REQUIREMENTS (SIR) SHALL BE ALLOWED TO CONNECT TO THE UTILITIES DISTRIBUTION SYSTEM AT THE SUB-TRANSMISSION LEVEL PROVIDED THAT THE GENERATOR HAS MET ALL OTHER STATE AND FEDERAL REQUIREMENTS. THE PROCESS FOR SUCH INTERCONNECTION SHALL PROCEED IN THE SAME METHOD AND FASHION AS INTERCONNECTIONS AT THE TRANSMISSION LEVEL. § 2. This act shall take effect immediately.
