   printed to be committed to the Committee on Judiciary
 
 AN ACT to amend the real property law, in relation to succession  rights
   data
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The real property law is amended by adding  a  new  section
 235-j to read as follows:
   §  235-J.  SUCCESSION RIGHTS DATA. A LANDLORD OF A BUILDING CONTAINING
 FIVE OR MORE RENTAL UNITS SHALL SUBMIT A QUARTERLY REPORT  TO  NEW  YORK
 HOMES  AND COMMUNITY RENEWAL IN A FORM PRESCRIBED BY THE COMMISSIONER OF
 SUCH  AGENCY  INDICATING  THE  NUMBER  OF  APPLICATIONS  FOR  RIGHT   OF
 SUCCESSION  SUCH LANDLORD RECEIVED OVER THE COURSE OF THE PREVIOUS THREE
 MONTHS, THE DATE SUCH APPLICATIONS WERE RECEIVED, WHETHER SUCH  APPLICA-
 TIONS  WERE GRANTED OR DENIED AND, IF DENIED, THE REASONS GIVEN FOR SUCH
 DENIAL.
   FOR THE PURPOSES OF THIS SECTION, "RIGHT OF SUCCESSION" SHALL MEAN THE
 RIGHT TO A RENT STABILIZED RENEWAL LEASE OR PROTECTION FROM EVICTION  IN
 AN APARTMENT UNDER RENT CONTROL REDOUNDING TO THE BENEFIT OF AN ELIGIBLE
 FAMILY  MEMBER  OF THE TENANT HAVING OCCUPIED SUCH APARTMENT IMMEDIATELY
 PRIOR TO PERMANENTLY VACATING SUCH APARTMENT  OR  IMMEDIATELY  PRIOR  TO
 SUCH TENANT'S DEATH.
   §  2. This act shall take effect on the first of January next succeed-
 ing the date on which it shall have become a law.
