 Introduced  by  Sen. JACKSON -- read twice and ordered printed, and when
   printed to be committed to the Committee on Higher Education
 
 AN ACT to amend the education law, in relation to requiring colleges and
   universities in the state to adopt a policy that requires students  in
   programs  for teaching, school administration, or counseling to have a
   curriculum that promotes  diversity,  equity  and  inclusion,  and  is
   multilingual for teaching immigrant-origin students
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 6206 of the education law is amended  by  adding  a
 new subdivision 23 to read as follows:
   23.  NOTWITHSTANDING  ANY LAW, RULE OR REGULATION TO THE CONTRARY, THE
 BOARD OF TRUSTEES SHALL UPDATE COURSE CURRICULUM AS NECESSARY TO REQUIRE
 SENIOR COLLEGES  AND  COMMUNITY  COLLEGES  WITHIN  THE  CITY  UNIVERSITY
 INCLUDE,  WITHIN ALL EDUCATION PROGRAMS FOR TEACHERS, ADMINISTRATORS AND
 COUNSELORS, THE TOPICS OF LOCAL, STATE AND NATIONAL  IMMIGRATION  POLICY
 AND  IMMIGRANT  INTEGRATION  AND  HOW  TO  BEST EDUCATE IMMIGRANT-ORIGIN
 STUDENTS WITH DIFFERENT STATUS IN WAYS THAT  PROMOTE  DIVERSITY,  EQUITY
 AND INCLUSION, AND ARE MULTILINGUAL.
   AS USED IN THIS SUBDIVISION:
   A.  "DIVERSITY, EQUITY AND INCLUSION" INCLUDES, BUT IS NOT LIMITED TO,
 CULTURAL SENSITIVITY, AND AWARENESS OF CONSCIOUS AND UNCONSCIOUS BIASES;
 AND
   B. "MULTILINGUAL" MEANS  THAT  THE  PERSON  SPEAKS  OR  UNDERSTANDS  A
 LANGUAGE OTHER THAN ENGLISH AND POSSIBLY SPEAKS OR UNDERSTANDS LITTLE OR
 NO  ENGLISH,  AND  MAY  REQUIRE SUPPORT IN ORDER TO BECOME PROFICIENT IN
 ENGLISH.
   § 2. Section 355 of the education law  is  amended  by  adding  a  new
 subdivision 2-b to read as follows:
   2-B.  NOTWITHSTANDING ANY LAW, RULE OR REGULATION TO THE CONTRARY, THE
 STATE UNIVERSITY TRUSTEES SHALL UPDATE COURSE CURRICULUM AS NECESSARY TO
 REQUIRE STATE UNIVERSITIES OR COLLEGES TO INCLUDE, WITHIN ALL  EDUCATION
 PROGRAMS  FOR  TEACHERS,  ADMINISTRATORS  AND  COUNSELORS, THE TOPICS OF
 LOCAL, STATE AND NATIONAL IMMIGRATION POLICY AND  IMMIGRANT  INTEGRATION
