 Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
   printed to be committed to the Committee on Commerce, Economic  Devel-
   opment and Small Business
 
 AN  ACT  to authorize the empire state development corporation to create
   funds to compensate communities that have  been  harmed  by  land  use
   plans

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any provision of law, rule or regulation to
 the contrary, the empire state development corporation is authorized  to
 create funds to compensate communities that have been harmed by land use
 plans.  As used in this section, "harm" includes, but is not limited to,
 the closing of small businesses, increased rents, and displacement.
   § 2. This act shall take effect immediately.
