TITLE OF BILL:

An act to amend the tax law, in relation to exempting certain electrical
supplies from sales and use taxes; and providing for the repeal of such
provisions upon expiration thereof

 
PURPOSE:

This bill exempts copper wire, romex wire, galvanized rigid conduit,
intermediate metal conduit, electrical metal tubing, polyvinyl chloride
conduit, metal and plastic electrical boxes from sales and use tax.

 
SUMMARY OF PROVISIONS:

Section one amends subdivision (a) of section 1115 of the tax law by
adding a new paragraph 15-a to exempt copper wire, romex wire, galvan-
ized rigid conduit, intermediate metal conduit, electrical metal tubing,
polyvinyl chloride conduit and metal and plastic electrical boxes from
sales and use tax.
              

Section two is the effective date.

 
JUSTIFICATION:

The costs of electrical supplies have risen up ward over the last year
due to numerous issues caused by the COVID-19 pandemic. Copper wire is
more expensive now then it was a year ago. One year ago copper wire was
$2.12/lb. today it is almost $5.00/1b. Romex wire is becoming impossible
to source in the United States. The cost of steel conduit (Galvanized
Rigid, 1MC & EMT) is also on the rise. With the cost of all construction
materials going up this is just one-way to lessen the extra cost
contractors and homeowners are facing.

EFFECTIVE DATE:
This bill shall take effect immediately and shall expire and he deemed
repealed one year after the effective date of this act.
