 AN ACT to amend the education law,  in  relation  to  requiring  student
   identification  cards  to  contain the new national suicide prevention
   lifeline number, 9-8-8

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title. This act shall be known and may be cited as
 the "student lifeline act".
   § 2. The education law is amended by adding a  new  section  207-b  to
 read as follows:
   §  207-B.  STUDENT IDENTIFICATION CARDS. 1. EACH INSTITUTION OF HIGHER
 EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS OF THE UNIVER-
 SITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN  THIS  STATE
 WHICH  ISSUES STUDENT IDENTIFICATION CARDS TO ITS STUDENTS SHALL HAVE ON
 SUCH CARDS THE NATIONAL SUICIDE PREVENTION LIFELINE NUMBER, 9-8-8.
   2. EACH YEAR, PRIOR TO THE START OF A NEW SCHOOL YEAR,  EACH  INSTITU-
 TION OF HIGHER EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS
 OF THE UNIVERSITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN
 THIS  STATE  WHICH  ISSUES  STUDENT IDENTIFICATION CARDS TO ITS STUDENTS
 SHALL CERTIFY TO THE REGENTS THAT SUCH  IDENTIFICATION  CARDS  HAVE  THE
 INFORMATION REQUIRED UNDER SUBDIVISION ONE OF THIS SECTION.
   §  3.  The  education law is amended by adding a new section 1527-b to
 read as follows:
   § 1527-B. STUDENT  IDENTIFICATION  CARDS.  1.  EACH  SCHOOL  DISTRICT,
 PRIVATE  SCHOOL,  OR  CHARTER  SCHOOL ORGANIZED UNDER THIS CHAPTER WHICH
 ISSUES STUDENT IDENTIFICATION CARDS TO ITS STUDENTS SHALL HAVE  ON  SUCH
 CARDS  ISSUED  TO  STUDENTS  IN  THE  NINTH  THROUGH  TWELFTH GRADES THE
 NATIONAL SUICIDE PREVENTION LIFELINE NUMBER, 9-8-8.

   2. EACH YEAR, PRIOR TO THE START OF A NEW SCHOOL YEAR,  EACH  INSTITU-
 TION OF HIGHER EDUCATION AUTHORIZED BY THE LEGISLATURE OR BY THE REGENTS
 OF THE UNIVERSITY OF THE STATE OF NEW YORK TO CONFER ACADEMIC DEGREES IN
 THIS  STATE  WHICH  ISSUES  STUDENT IDENTIFICATION CARDS TO ITS STUDENTS
 SHALL CERTIFY TO THE REGENTS THAT SUCH  IDENTIFICATION  CARDS  HAVE  THE
 INFORMATION REQUIRED UNDER SUBDIVISION ONE OF THIS SECTION.
   §  3.  This  act  shall  take  effect July 16, 2024 and shall apply to
 student identification cards  that  are  issued,  modified,  altered  or
 amended on or after such date.
