   1999, amending the executive law and the criminal procedure law relat-
   ing  to  expanding the geographic area of employment of certain police
   officers, in relation to extending the expiration of such chapter;  to
   amend chapter 886 of the laws of 1972, amending the correction law and
   the  penal law relating to prisoner furloughs in certain cases and the
   crime of absconding therefrom, in relation to the effectiveness there-
   of; to amend chapter 261 of the laws of 1987, amending chapters 50, 53
   and 54 of the laws of 1987, the correction  law,  the  penal  law  and
   other  chapters  and  laws  relating  to  correctional  facilities, in
   relation to the effectiveness thereof; to amend  chapter  339  of  the

provides for custody of federal prisoners; requires the closing of certain correctional facilities; relates to military funds of the organized militia; relates to providing for community treatment facilities and establishing the crime of absconding from the community treatment facility; relates to the pre-criminal proceeding settlements in the City of New York (Part A); authorizes body scanner utilization in the department of corrections and community supervision (Part C); relates to the reporting of certain criminal offenses to a central repository (Part E); relates to criminal possession of a firearm, rifle or shotgun in a sensitive location; exempts possession of a firearm within the Adirondack Park and the Catskill Park (Subpart A); relates to criminal purchase of a semiautomatic rifle (Subpart B) (Part F); removes the phrase E pluribus unum from the arms of the state and the state flag (Part PP); establishes the office of racial equity and social justice to act as the official state planning and coordinating office for changes in policy, practice and allocation of state resources so that race or social justice constructs do not predict an individual's success, while also improving opportunities and outcomes for all people, and performing all necessary and appropriate services required to fulfill these duties (Part QQ); relates to the hours of operation for family courts; requires family courts in New York City to remain open until midnight on at least one weekday each week in at least two counties effective January 1, 2024, and in at least three counties, effective January 1, 2025 (Part RR);    law relating to the psychological testing of candidates,  in  relation

   1999, amending the executive law and the criminal procedure law relat-
   ing to expanding the geographic area of employment of  certain  police
   officers,  in relation to extending the expiration of such chapter; to
   amend chapter 886 of the laws of 1972, amending the correction law and
   the penal law relating to prisoner furloughs in certain cases and  the
   crime of absconding therefrom, in relation to the effectiveness there-
   of; to amend chapter 261 of the laws of 1987, amending chapters 50, 53
   and  54  of  the  laws  of 1987, the correction law, the penal law and
   other chapters  and  laws  relating  to  correctional  facilities,  in
   relation  to  the  effectiveness  thereof; to amend chapter 339 of the
