 Introduced by Sens. SANDERS, STAVISKY -- read twice and ordered printed,
   and when printed to be committed to the Committee on Codes
 
 AN ACT to amend the penal law, in relation to the definition of consent
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 10.00 of the penal law is amended by adding  a  new
 subdivision 22 to read as follows:
   22.  "CONSENT" MEANS A FREELY GIVEN, KNOWLEDGEABLE AND INFORMED AGREE-
 MENT.
   § 2. This act shall take effect on the ninetieth day  after  it  shall

Consent is absolutely essential and without definition and legislation, it has the potential to be walked over and ignored in legal spaces. I am in full support of bill S4196.

As a woman in the US, it is becoming increasingly terrifying to exist in our male-dominated world, and consent is a huge factor in that feeling. Our society has always been patriarchal, and consent is just one of the ways men, and all people in power, are able to twist systems of justice to protect themselves while pushing marginalized groups further beneath them. Consent is a human right, and one easily understood. The fact that it has not been described in state law is a failure on the government and their responsibility to protect all of the people they serve, not just the people currently in power. New York has a fantastic opportunity to right wrongs and protect future generations of women and all people in positions of vulnerability. For these reasons I support Bill S4196.
