BILL NUMBER: S579 SPONSOR: HOYLMAN TITLE OF BILL: An act to amend chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, in relation to providing an exception to qualification for the small business seed funding grant program PURPOSE: To correct a technical issue in the Small Business Seed Funding Grant Program that makes it difficult for independent arts contractors to access the program SUMMARY OF SPECIFIC PROVISIONS: Section one provides that the Small Business Seed Funding Grant Program requirement that a business started on September 1, 2018, or later does not apply to independent arts contractors.

HOYLMAN -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, in relation to provid- ing an exception to qualification for the small business seed funding grant program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (ii) of subdivision 4 of section 16-gg of section 1 of chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, as added by section 1 of part CC of chapter 58 of the laws of 2022, is amended to read as follows: (ii) be a currently viable micro-business, small business, for-profit arts and cultural organization including independent arts contractors that (A) EXCEPT FOR INDEPENDENT ARTS CONTRACTORS, started business on September 1, 2018 or later and (B) has been operational for at least six months before an application is submitted; § 2.
