TITLE OF BILL:

An act to amend the vehicle and traffic law, in relation to the residen-
tial parking system in the village of Croton-on-Hudson

 
PURPOSE OR GENERAL IDEA OF BILL:

Expands the Croton-on-Hudson Residential Parking Permit System

 
SUMMARY OF PROVISIONS:

Section 1. Amends subdivision 2 of section 1640-q of the Vehicle and
Traffic law by including the portion of Truesdale Drive, Nordica Drive,
Cedar Lane, and Old Post Road South from Truesdale Drive to Morningside
Drive into the Village of Croton-On-Hudson's Residential Parking Permit
System.

Section 2. This act shall take effect immediately.

 
JUSTIFICATION:

This legislation was requested by the village of Croton-on-Hudson (COH).
In 2020, COH implemented the provisions of Assembly Bill 9691-A/S7740-A
(Chapter 210).

They have quickly realized that some specific additions must be included
in their Residential Parking Permit System. Truesdale Drive, Nordica
Drive, Cedar Lane, and Old Post Road between Truesdale Dr and Morning-
side Dr have become congested with non-resident commuters and have led
to a reduction in parking options for local residents and their guests.

These roads surround the Croton River where there is no direct public
access, causing many individuals to park along the road and trespass on
residential private property in order to make their way to the river.
Residents have raised the concern in these areas of an increase in
vandalism, littering, traffic congestion, and loud noises.

 AN ACT to amend the vehicle and traffic law, in relation to the residen-
   tial parking system in the village of Croton-on-Hudson
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Subdivision 2 of section 1640-q of the vehicle and traffic
 law, as added by chapter 210 of the laws of 2020, is amended to read  as
 follows:
   2.  Such  residential  parking  permit  system may only be established
 within the village of Croton-on-Hudson  on  Young  Avenue  and  Hastings
 Avenue AND TRUESDALE DRIVE, NORDICA DRIVE, CEDAR LANE, AND OLD POST ROAD
 SOUTH FROM TRUESDALE DRIVE TO MORNINGSIDE DRIVE.
