BILL NUMBER: S7093 SPONSOR: CHU TITLE OF BILL: An act to amend the education law, in relation to project costs for buildings of public libraries located in economically distressed commu- nities PURPOSE OF THE BILL: The proposed legislation would eliminate the 50% cap for library systems serving economically distressed communities that receive state library construction aid awards beyond 75%, enabling such libraries to substan- tially fund such projects. SUMMARY OF THE PROVISIONS OF THE BILL: Section 1 of the bill would amend Education Law § 273-a(4) to eliminate the provision that provides that no more than 50% of total funds appro- priated to a library system pursuant to § 273-a(6) can be used to support the total costs for projects that would receive state library

CHU -- (at request of the State Education Department) -- read twice and ordered printed, and when printed to be committed to the Committee on Libraries AN ACT to amend the education law, in relation to project costs for buildings of public libraries located in economically distressed communities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 4 of section 273-a of the education law, as amended by chapter 627 of the laws of 2021, is amended to read as follows: 4. In approving any application that would receive state aid beyond seventy-five percent of the total project approved costs, the board of trustees of the library system shall give particular attention to addressing the library service needs of economically distressed communi- ties as provided for in paragraph f of subdivision two of this section. [No more than fifty percent of the total funds appropriated to a library system in subdivision six of this section may be used to support the total costs for projects that would receive state aid beyond seventy- five percent of the total project approved costs.] § 2. This act shall take effect immediately; provided, however, that the amendments to subdivision 4 of section 273-a of the education law made by section one of this act shall not affect the expiration of such subdivision and shall be deemed to expire therewith.
