 AN ACT to amend the vehicle and traffic law, in relation to  imposing  a
   supplemental registration fee for counties outside of the metropolitan
   commuter transportation district
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The vehicle and traffic law is  amended  by  adding  a  new
 article 17-D to read as follows:
                               ARTICLE 17-D
            SUPPLEMENTAL REGISTRATION FEE FOR COUNTIES OUTSIDE
             THE METROPOLITAN COMMUTER TRANSPORTATION DISTRICT
 SECTION 499-E. DEFINITION.
         499-F. UPSTATE TRANSIT SUPPLEMENTAL REGISTRATION FEE.
         499-G. COLLECTION OF SUPPLEMENTAL FEE.
         499-H. CALCULATION OF SUPPLEMENTAL REGISTRATION FEE.
         499-I. DEPOSIT AND DISPOSITION OF REVENUE FROM THE UPSTATE TRAN-
                  SIT SUPPLEMENTAL FEE.
   §  499-E. DEFINITION. FOR THE PURPOSES OF THIS ARTICLE "UPSTATE" SHALL
 MEAN THE AREA OF THE STATE OUTSIDE IN THE DISTRICT CREATED AND  GOVERNED
 BY SECTION TWELVE HUNDRED SIXTY-TWO OF THE PUBLIC AUTHORITIES LAW.
   §  499-F.  UPSTATE  TRANSIT SUPPLEMENTAL REGISTRATION FEE. REGISTRANTS
 RESIDING IN COUNTIES OUTSIDE THE  METROPOLITAN  COMMUTER  TRANSPORTATION
 DISTRICT  SHALL  UPON  THE REGISTRATION OR RENEWAL OF A MOTOR VEHICLE BE
 CHARGED A SUPPLEMENTAL REGISTRATION FEE TO BE PAID TO  THE  COMMISSIONER
 OR  SUCH  COMMISSIONER'S AGENT IN ACCORDANCE WITH THE PROVISIONS OF THIS
 ARTICLE.
   § 499-G. COLLECTION OF SUPPLEMENTAL  FEE.  ALL  REGISTRANTS  OF  MOTOR
 VEHICLES  WHO  RESIDE  OUTSIDE  THE METROPOLITAN COMMUTER TRANSPORTATION
 DISTRICT SHALL PAY TO THE COMMISSIONER OR SUCH COMMISSIONER'S AGENT  THE
 SUPPLEMENTAL  REGISTRATION  FEE PROVIDED FOR IN THIS ARTICLE UPON REGIS-
 TRATION OR RENEWAL OF MOTOR VEHICLES SUBJECT TO REGISTRATION FEES PURSU-
 ANT TO THE FOLLOWING SECTIONS OF THIS TITLE: PARAGRAPH A OF  SUBDIVISION
 SIX  OF SECTION FOUR HUNDRED ONE OF THIS TITLE; SCHEDULES A, B, C, E, F,
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
