 AN  ACT  to  amend  the  education law, in relation to reimbursement for
   grants and aid for nonpublic school children and the hiring of  teach-
   ers
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 553 of the education law, as added by  chapter  414
 of the laws of 1972, is amended to read as follows:
   § 553. Installments.  The  amount  to  be  apportioned to a qualifying
 school in any current year shall be paid in two equal installments,  the
 first  to be made on or before January fifteenth and the other not later
 than June fifteenth of such  year,  except  that  for  the  school  year
 commencing  July  first, nineteen hundred seventy-one such apportionment
 shall be made in one payment  on  or  before  June  fifteenth,  nineteen
 hundred  seventy-two.    The commissioner may provide for later payments
 for the purpose of adjusting and correcting apportionments.  The  amount
 to  be  apportioned to a qualifying school shall be payable on order and
 warrant of the comptroller on vouchers  certified  or  approved  by  the
 commissioner  in  the manner provided by law. NOTWITHSTANDING ANY INCON-
 SISTENT PROVISION OF LAW, ANY REIMBURSEMENT  PAYABLE  PURSUANT  TO  THIS
 SECTION  SHALL  BE PAID WITHIN TWELVE MONTHS OF THE DEPARTMENT'S RECEIPT
 OF A COMPLETE APPLICATION FOR SUCH AID.
   § 2. Subdivision 2 of section 3037 of the education law is amended  by
 adding a new paragraph (d) to read as follows:
   (D)  NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, ANY REIMBURSE-
 MENT PAYABLE PURSUANT TO THIS SECTION SHALL BE PAID WITHIN TWELVE MONTHS
 OF THE DEPARTMENT'S RECEIPT OF A COMPLETE APPLICATION FOR SUCH GRANT.
   § 3. The education law is amended by adding a new  section  3037-a  to
 read as follows:
   §  3037-A.  ARTS  AND  MUSIC  TEACHER  GRANTS  FOR  NONPUBLIC SCHOOLS.
 NOTWITHSTANDING ANY INCONSISTENT PROVISION  OF  LAW,  ANY  REIMBURSEMENT
 PAYABLE TO A NONPUBLIC SCHOOL FOR ARTS AND MUSIC TEACHER GRANTS ADMINIS-
 TERED  BY  THE  COMMISSIONER  SHALL  BE PAID WITHIN TWELVE MONTHS OF THE
 DEPARTMENT'S RECEIPT OF A COMPLETE APPLICATION FOR SUCH GRANT.
   § 4. This act shall take effect April 1, 2027.

 TERED  BY  THE  COMMISSIONER  SHALL  BE PAID WITHIN TWELVE MONTHS OF THE
 DEPARTMENT'S RECEIPT OF A COMPLETE APPLICATION FOR SUCH GRANT.
   § 3037-B. NONPUBLIC  SCHOOL  SAFETY  EQUIPMENT  GRANTS  FOR  NONPUBLIC
 SCHOOLS.   NOTWITHSTANDING   ANY  INCONSISTENT  PROVISION  OF  LAW,  ANY
 REIMBURSEMENT PAYABLE TO A NONPUBLIC SCHOOL FOR NONPUBLIC SCHOOL  SAFETY
 EQUIPMENT  GRANTS  ADMINISTERED BY THE COMMISSIONER SHALL BE PAID WITHIN
 TWELVE MONTHS OF THE DEPARTMENT'S RECEIPT OF A COMPLETE APPLICATION  FOR
 SUCH GRANT.
   § 3037-C. MANDATORY QUARTERLY REPORTING FOR UNPAID GRANTS TO NONPUBLIC
 SCHOOLS.  THE  COMMISSIONER, IN CONJUNCTION WITH THE OFFICE OF RELIGIOUS
 AND INDEPENDENT SCHOOLS, SHALL REPORT UPON  ANY  REIMBURSEMENTS  PAYABLE
 PURSUANT  TO  SECTIONS THREE THOUSAND THIRTY-SEVEN, THREE THOUSAND THIR-
 TY-SEVEN-A, AND THREE THOUSAND THIRTY-SEVEN-B OF THIS ARTICLE THAT  HAVE
 NOT  BEEN  PAID  WITHIN  TWELVE  MONTHS OF THE DEPARTMENT'S RECEIPT OF A
