 AN  ACT  to  amend the education law, in relation to expanding the defi-
   nition of professional misconduct
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section  6509 of the education law is amended by adding a
 new subdivision 6-a to read as follows:
   (6-A) REFUSING TO PROVIDE PROFESSIONAL SERVICES TO A  PERSON  REFERRED
 FOR TREATMENT BY A UNITED STATES DEPARTMENT OF VETERANS AFFAIRS FACILITY
 OR  PROVIDER  BECAUSE  SUCH PERSON DECLINES ELECTIVE SERVICES DURING THE
 COURSE OF TREATMENT, PROVIDED THE DECLINATION DOES NOT RENDER  TREATMENT
 MEDICALLY UNSAFE OR VIOLATE PROFESSIONAL STANDARDS OF CARE,
