   tee on Corporations, Authorities and Commissions
 
 AN ACT to amend the public authorities law, in relation to  establishing
   a commission on hosting the olympic games
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The public authorities law  is  amended  by  adding  a  new
 section 2611-a to read as follows:
   §  2611-A.  COMMISSION  ON  HOSTING THE OLYMPIC GAMES. 1. WHEN USED IN
 THIS SECTION THE FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS:
   (A) "COMMISSION" SHALL MEAN  THE  COMMISSION  ESTABLISHED  UNDER  THIS
 SECTION.
   (B) "OLYMPICS" SHALL MEAN THE OLYMPIC GAMES.
   2.  THERE  IS  HEREBY  ESTABLISHED  WITHIN  THE NEW YORK STATE OLYMPIC
 REGIONAL DEVELOPMENT AUTHORITY A COMMISSION ON HOSTING THE OLYMPIC GAMES
 WHICH SHALL CONSIST OF THIRTEEN MEMBERS AND SHALL HAVE AND EXERCISE  THE
 POWERS AND DUTIES SET FORTH IN THIS SECTION.
   3.  THE  COMMISSION  SHALL  CONSIST  OF THIRTEEN MEMBERS OF WHOM THREE
 SHALL BE APPOINTED BY THE GOVERNOR, TWO  EACH  BY  THE  SPEAKER  OF  THE
 ASSEMBLY  AND  THE  TEMPORARY  PRESIDENT  OF THE SENATE, ONE EACH BY THE
 MINORITY LEADER OF THE SENATE AND THE MINORITY LEADER OF  THE  ASSEMBLY,
 AND  FOUR  BY  THE  AUTHORITY.  ANY  VACANCY ON SUCH COMMISSION SHALL BE
 FILLED IN THE SAME MANNER AS THE ORIGINAL APPOINTMENT WAS MADE.  MEMBERS
 OF THE COMMISSION SHALL BE RESIDENTS OF THE STATE.
   4.  MEMBERS OF THE COMMISSION SHALL DESIGNATE A CHAIR FROM THE MEMBER-
 SHIP THEREOF FOR A TERM OF ONE YEAR. ANY MEMBER OF  THE  COMMISSION  MAY
 CALL  A MEETING. SEVEN MEMBERS SHALL CONSTITUTE A QUORUM. THE COMMISSION
 MAY MEET AND HOLD PUBLIC AND/OR PRIVATE HEARINGS WITHIN OR  WITHOUT  THE
 STATE, AND SHALL HAVE ALL THE POWERS OF A LEGISLATIVE COMMITTEE PURSUANT
 TO THE LEGISLATIVE LAW.
   5.  THE  MEMBERS  OF THE AUTHORITY SHALL NOT RECEIVE A SALARY OR OTHER
 COMPENSATION FOR THEIR SERVICES AS MEMBERS OF THE  COMMISSION  BUT  EACH
 MEMBER  SHALL  BE  ALLOWED  REIMBURSEMENT  FOR  THE NECESSARY AND ACTUAL
