 AN ACT to amend the general business law, in relation to requiring motor
   vehicle rental companies to provide consumers with all associated fees
   at the time of rental
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title. This act shall be known and may be cited as
 the "car rentals integrity act".
   § 2. Subdivision 1 of section 396-z of the  general  business  law  is
 amended  by  adding  three  new  paragraphs  (m), (n) and (o) to read as
 follows:
   (M) "MANDATORY FEE" MEANS ANY FEE OR  SURCHARGE  THAT  A  CONSUMER  IS
 REQUIRED TO PAY BEFORE OBTAINING A RENTAL MOTOR VEHICLE.
   (N)  "EXTRA  COST"  MEANS  ANY  FEE  OR SURCHARGE RELATING TO SERVICES
 REQUESTED BY THE RENTER OF THE MOTOR VEHICLE INCLUDING, BUT NOT  LIMITED
 TO,  OPTIONAL EQUIPMENT, CHILD SAFETY SEATS, ADDITIONAL DRIVER FEES, AND
 TOLL SERVICE CHARGES.
   (O) "TOTAL PRICE" MEANS THE COMPLETE COST OF THE  RENTAL  VEHICLE  AND
 SHALL CONTAIN ANY MANDATORY FEES AND EXTRA COSTS.
   §  3.  Subdivision  8 of section 396-z of the general business law, as
 amended by chapter 109 of the laws  of  2018,  is  amended  to  read  as
 follows:
   8.  No  rental  vehicle company shall advertise or quote a rental rate
 that does not include all  charges,  except  taxes  [or  optional  items
 and/or  services  or  any  mileage charge], which the renter must pay to
 obtain a rental vehicle. [Provided, however, a  rental  vehicle  company
 shall  be  permitted  to  separately  quote  and  charge airport fees as
 defined herein, which shall be in  addition  to  the  rental  rate;  and
 provided  further that advertised rental rates that include locations at
 which airport fees apply shall clearly  indicate  that  additional  fees
 apply.]  ALL  RENTAL VEHICLE COMPANIES SHALL PROVIDE RENTERS WITH A LIST
 OF ALL MANDATORY FEES AND EXTRA COSTS INCLUDING,  BUT  NOT  LIMITED  TO,
 AIRPORT   SURCHARGES,   CONCESSION   RECOVERY   FEES,   ENERGY  RECOVERY
