 AN  ACT  to  amend  the  legislative  law,  in  relation to establishing
   enhanced attendance verification procedures for members of the  legis-
   lature
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The legislative law is amended by adding a new section  5-c
 to read as follows:
   §  5-C.  VERIFICATION OF LEGISLATIVE ATTENDANCE. 1. ALL MEMBERS OF THE
 NEW YORK STATE ASSEMBLY AND SENATE SHALL VERIFY THEIR  DAILY  ATTENDANCE
 IN THEIR RESPECTIVE CHAMBERS ON LEGISLATIVE SESSION DAYS THROUGH A BIOM-
 ETRIC  FACIAL  RECOGNITION SYSTEM INTEGRATED WITH AN IDENTIFICATION CARD
 PROCESS IN EACH LEGISLATIVE CHAMBER.  EACH  MEMBER  OF  THE  LEGISLATURE
 SHALL  BE  REQUIRED  TO  OFFICIALLY  REGISTER  THEIR ATTENDANCE FOR EACH
 LEGISLATIVE SESSION DAY. MEMBERS SHALL REGISTER  ATTENDANCE  NO  EARLIER
 THAN NINETY MINUTES PRIOR TO THE OFFICIAL CONVENING OF THE SESSION.
   2.  IDENTIFICATION  CARD READERS SHALL BE LOCATED WITHIN EACH LEGISLA-
 TIVE CHAMBER AND SHALL BE EQUIPPED WITH FACIAL  RECOGNITION  TECHNOLOGY.
 UPON USING OR PRESENTING THEIR OFFICIAL IDENTIFICATION CARD, A CONTEMPO-
 RANEOUS PHOTOGRAPH OF THE INDIVIDUAL SHALL BE CAPTURED AND USED TO VERI-
 FY THAT THE PERSON USING THE CARD IS THE DULY ELECTED MEMBER.
   3.  ONLY  THE ELECTED MEMBER TO WHOM THE IDENTIFICATION CARD IS ISSUED
 MAY USE SUCH CARD TO REGISTER ATTENDANCE. ANY USE BY ANOTHER INDIVIDUAL,
 INCLUDING STAFF, SHALL BE PROHIBITED.
   § 2. This act shall take effect on the first of January next  succeed-
 ing the date on which it shall have become a law.
