 AN ACT to amend the education law, in relation to  fixed  tuition  rates
   for  students  once  matriculated in a two or four-year program at any
   state-operated institution of the state university
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Paragraph h of subdivision 2 of section 355 of the educa-
 tion law is amended by adding a new subparagraph 1-a to read as follows:
   (1-A) NOTWITHSTANDING THE PROVISIONS OF ANY OTHER GENERAL, SPECIAL  OR
 LOCAL  LAW, RULE OR REGULATION, SUCH REGULATIONS SHALL ALSO PROVIDE THAT
 THE PAYMENT OF TUITION BY ANY STUDENT IN ANY STATE-OPERATED  INSTITUTION
 OF  THE STATE UNIVERSITY REMAINS FIXED AT THE RATE IN EFFECT AT THE TIME
 OF MATRICULATION IN A TWO-YEAR OR FOUR-YEAR ACADEMIC PROGRAM.
   § 2. This act shall take effect immediately.
