 Introduced  by  M. of A. PRETLOW -- (at request of the Governor) -- read
   once and referred to the Committee on Ways and Means
 
 AN ACT providing for the administration of certain  funds  and  accounts
   related  to  the  2026-2027  budget,  authorizing certain payments and
   transfers; and providing for the repeal of such  provisions  upon  the
   expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The state comptroller is hereby authorized and directed  to
 loan  money in accordance with the provisions set forth in subdivision 5
 of section 4 of the state finance law  to  the  following  funds  and/or
 accounts:
   1. Transit authorities account (20851).
   2. Railroad account (20852).
   3. Non-MTA capital account (20853).
   4. Public transportation systems account (21401).
   §  2.  Notwithstanding any law to the contrary, and in accordance with
 section 4 of the state finance law, the comptroller is hereby authorized
 and directed to transfer, upon request of the director of the budget, on
 or before March 31, 2027, up to the unencumbered balance or the  follow-
 ing amounts:
   1.  $48,850,000  from the general fund to the MTA financial assistance
 fund, mobility tax trust account (23651).
   § 3. This act shall take effect immediately;  provided  however,  that
 upon  enactment  of legislation constituting the 2026-27 budget this act
 shall cease to have force and effect and shall be deemed repealed.
