 Introduced  by  COMMITTEE  ON  RULES  -- (at request of M. of A. Hevesi,
   Benedetto) -- read once and referred to the Committee on Education
 
 AN ACT establishing a task force to study and  make  recommendations  on
   chronic  absenteeism  at  public schools in the state of New York; and
   providing for the repeal of such provisions upon the expiration there-
   of

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Chronic absenteeism; task force. 1. There shall be estab-
 lished a task force to study chronic absenteeism at  public  schools  in
 the state of New York.
   a. The task force shall be comprised of:
   (i) the commissioner of education;
   (ii) the commissioner of the office of children and family services;
   (iii)  seven public members, each of whom has specialized knowledge or
 expertise in issues related to the work of the task force.  One  of  the
 public  members  shall  be  appointed  by  the  governor,  two  shall be
 appointed by the speaker of the assembly; two shall be appointed by  the
 temporary president of the senate; one shall be appointed by the minori-
 ty  leader  of  the assembly; and one shall be appointed by the minority
 leader of the senate; and
   (iv) eleven public  members  appointed  by  the  governor,  who  shall
 include:   one member at the recommendation of the school boards associ-
 ation; one member at the recommendation of the council on school  super-
 intendents;  one member at the recommendation of the state united teach-
 ers;  four  members  at  the  recommendation  of  the  state   education
 department;  and  four  members  at  the recommendation of the office of
 children and family services.
   b. The appointments to the task force shall be made within thirty days
 of the effective date of this section. Vacancies in  the  membership  of
 the  task  force  shall  be  filled  in  the same manner as the original
 appointments were made. Members of the task force  shall  serve  without
 compensation but shall be reimbursed for necessary expenditures incurred
 in  the  performance of their duties as members of the task force within
