 AN ACT to amend the agriculture and markets law, in relation to  exempt-
   ing  the  city  of New York from certain regulations concerning frozen
   desserts
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Article 4-A of the agriculture and markets law is amended
 by adding a new section 71-aa to read as follows:
   § 71-AA. EXEMPTION FOR CERTAIN CITIES. THIS ARTICLE SHALL NOT APPLY TO
 A CITY WITH A POPULATION OF ONE MILLION OR MORE.
