 AN ACT to amend the vehicle and traffic law, in relation to  handicapped
   parking permits for persons seventy-five years old and older
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Subdivision 3 of section 1203-a of the vehicle and  traffic
 law,  as  amended by chapter 220 of the laws of 1984, is amended to read
 as follows:
   3. (A) Notwithstanding any provision of this chapter to the  contrary,
 any  municipality  may  issue a temporary special vehicle identification
 parking permit to any person who is temporarily unable to ambulate with-
 out the aid of an assisting device, as certified by a physician.    Such
 temporary  special  vehicle identification parking permit shall be valid
 for not more than six months and shall be recognized statewide.
   (B) ANY RESIDENT OF NEW YORK STATE WHO IS SEVENTY-FIVE YEARS OF AGE OR
 OLDER AND WHO WAS ISSUED  A  TEMPORARY  SPECIAL  VEHICLE  IDENTIFICATION
 PARKING  PERMIT  PURSUANT  TO PARAGRAPH (A) OF THIS SUBDIVISION SHALL BE
 ELIGIBLE TO APPLY FOR AND SHALL BE ISSUED A PERMIT PURSUANT TO  SUBDIVI-
 SION  ONE OF THIS SECTION, AS THOUGH SUCH PERSON WAS A SEVERELY DISABLED
 PERSON,  AS   DEFINED   IN   SUBDIVISION FOUR OF  SECTION  FOUR  HUNDRED
 FOUR-A OF THIS CHAPTER, WITHOUT  PROVIDING UPDATED MEDICAL CERTIFICATION
 OR ADDITIONAL MEDICAL DOCUMENTS UPON APPLICATION FOR RENEWAL OR ISSUANCE
 OF THE  PERMIT.
   § 1-a. Subdivision 3 of section 1203-a of the vehicle and traffic law,
 as  amended  by  chapter  159 of the laws of 2026, is amended to read as
 follows:
   3. (A) Notwithstanding any provision of this chapter to the  contrary,
 any  municipality  may  issue a temporary special vehicle identification
 parking permit to any person who is temporarily unable to ambulate with-
 out the aid of an assisting device, as certified by any healthcare prac-
 titioner authorized to certify that an individual is  severely  disabled
 pursuant  to  subdivision  four  of  section four hundred four-a of this
 chapter. Such temporary special vehicle  identification  parking  permit

 shall  be  valid  for  not  more than six months and shall be recognized
 statewide.
   (B) ANY RESIDENT OF NEW YORK STATE WHO IS SEVENTY-FIVE YEARS OF AGE OR
 OLDER  AND  WHO  WAS  ISSUED  A TEMPORARY SPECIAL VEHICLE IDENTIFICATION
 PARKING PERMIT PURSUANT TO PARAGRAPH (A) OF THIS  SUBDIVISION  SHALL  BE
 ELIGIBLE  TO APPLY FOR AND SHALL BE ISSUED A PERMIT PURSUANT TO SUBDIVI-
 SION ONE OF THIS SECTION, AS THOUGH SUCH PERSON WAS A SEVERELY  DISABLED
 PERSON, AS DEFINED IN SUBDIVISION FOUR OF SECTION FOUR HUNDRED FOUR-A OF
 THIS  CHAPTER,  WITHOUT PROVIDING UPDATED MEDICAL CERTIFICATION OR ADDI-
 TIONAL MEDICAL DOCUMENTS UPON APPLICATION FOR RENEWAL OR ISSUANCE OF THE
 PERMIT.
   § 2. This act shall take effect immediately and  shall  apply  to  all
 permits  issued  or  renewed  on or after such effective date; provided,
 however, that the amendments to subdivision 3 of section 1203-a  of  the
 vehicle  and  traffic  law  made by section one-a of this act shall take
 effect on the same date and in the same manner as section 5  of  chapter
 159 of the laws of 2026 takes effect.
