Enacts the "compulsory artificial narrative disclosure for official rhetoric (CANDOR) act" in relation to requiring any member of the senate or assembly that rises to speak, read a statement, or enter comments into the official legislative record to verbally state a standard disclosure prior to delivering such remarks if such remarks were drafted in whole or in part by artificial intelligence or generative artificial intelligence.

 AN ACT to amend the legislative law, in relation to  the  disclosure  of
   artificial  intelligence use in floor statements and debate by members
   of the legislature
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title.  This act shall be known as the "compulsory
 artificial narrative disclosure for official rhetoric (CANDOR) act".
   § 2. The legislative law is amended by adding a  new  section  7-h  to
 read as follows:
   § 7-H. DISCLOSURE  OF ARTIFICIAL INTELLIGENCE OR GENERATIVE ARTIFICIAL
 INTELLIGENCE-GENERATED SPEECH. 1. AS USED IN THIS SECTION, THE FOLLOWING
 TERMS SHALL HAVE THE FOLLOWING MEANINGS:
   (A) "ARTIFICIAL INTELLIGENCE" MEANS A MACHINE-BASED SYSTEM  THAT  CAN,
 FOR A GIVEN SET OF HUMAN-DEFINED OBJECTIVES, MAKE PREDICTIONS, RECOMMEN-
 DATIONS, OR DECISIONS INFLUENCING REAL OR VIRTUAL ENVIRONMENTS, AND THAT
 USES  MACHINE- AND HUMAN-BASED INPUTS TO PERCEIVE REAL AND VIRTUAL ENVI-
 RONMENTS, ABSTRACT SUCH PERCEPTIONS INTO MODELS THROUGH ANALYSIS  IN  AN
 AUTOMATED  MANNER,  AND  USE  MODEL  INFERENCE  TO FORMULATE OPTIONS FOR
 INFORMATION OR ACTION. THIS DEFINITION INCLUDES BUT IS  NOT  LIMITED  TO
 SYSTEMS  THAT  USE  MACHINE  LEARNING,  LARGE  LANGUAGE  MODEL,  NATURAL
 LANGUAGE PROCESSING, AND COMPUTER VISION TECHNOLOGIES, INCLUDING GENERA-
 TIVE ARTIFICIAL INTELLIGENCE.
   (B) "GENERATIVE ARTIFICIAL INTELLIGENCE" MEANS A CLASS  OF  ARTIFICIAL
 INTELLIGENCE  MODELS  THAT ARE SELF-SUPERVISED AND EMULATE THE STRUCTURE
 AND CHARACTERISTICS OF INPUT DATA TO GENERATE DERIVED SYNTHETIC CONTENT,
 INCLUDING, BUT NOT LIMITED TO, IMAGES, VIDEOS, AUDIO,  TEXT,  AND  OTHER
 DIGITAL CONTENT.
   2.  ANY  MEMBER  OF  THE  STATE SENATE OR STATE ASSEMBLY THAT RISES TO
 SPEAK, READ A STATEMENT, OR ENTER COMMENTS INTO THE OFFICIAL LEGISLATIVE
 RECORD, WHERE SUCH REMARKS WERE DRAFTED IN WHOLE OR IN PART  BY  ARTIFI-
 CIAL INTELLIGENCE OR GENERATIVE ARTIFICIAL INTELLIGENCE, SHALL, PRIOR TO
 DELIVERING SAID REMARKS, VERBALLY STATE A STANDARD DISCLOSURE.
