 AN ACT to amend the election law, in  relation  to  prohibiting  certain
   election officials from being in political action committees and inde-
   pendent expenditure committees
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 3-100 of the election law is amended  by  adding  a
 new subdivision 6 to read as follows:
   6.  NO  COMMISSIONER  SHALL SERVE AS TREASURER OF, OR HAVE OPERATIONAL
 CONTROL OR MANAGERIAL INFLUENCE OVER, A POLITICAL  ACTION  COMMITTEE  OR
 INDEPENDENT  EXPENDITURE  COMMITTEE  FOR A CANDIDATE IN AN ELECTION SUCH
 COMMISSIONER IS OVERSEEING.  FOR THE PURPOSES OF THIS  SUBDIVISION,  THE
 FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS:
   (A) "INDEPENDENT EXPENDITURE COMMITTEE" SHALL HAVE THE SAME MEANING AS
 SUCH TERM IS DEFINED IN SECTION 14-100 OF THIS CHAPTER.
   (B)  "POLITICAL  ACTION COMMITTEE" SHALL HAVE THE SAME MEANING AS SUCH
 TERM IS DEFINED IN SECTION 14-100 OF THIS CHAPTER.
   § 2. Section 3-200 of the election law is  amended  by  adding  a  new
 subdivision 8 to read as follows:
   8.  NO  BOARD  MEMBER SHALL SERVE AS TREASURER OF, OR HAVE OPERATIONAL
 CONTROL OR MANAGERIAL INFLUENCE OVER, A POLITICAL  ACTION  COMMITTEE  OR
 INDEPENDENT  EXPENDITURE  COMMITTEE  FOR A CANDIDATE IN AN ELECTION SUCH
 BOARD MEMBER IS OVERSEEING.  FOR THE PURPOSES OF THIS  SUBDIVISION,  THE
 FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS:
   (A) "INDEPENDENT EXPENDITURE COMMITTEE" SHALL HAVE THE SAME MEANING AS
 SUCH TERM IS DEFINED IN SECTION 14-100 OF THIS CHAPTER.
   (B)  "POLITICAL  ACTION COMMITTEE" SHALL HAVE THE SAME MEANING AS SUCH
 TERM IS DEFINED IN SECTION 14-100 OF THIS CHAPTER.
   § 3. This act shall take effect immediately.
