 AN ACT in relation to placing a moratorium on tax lien sales in  a  city
   with a population of one million  or more
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Notwithstanding any provision of law  to  the  contrary,  a
 city  with  a population of one million or more shall place a moratorium
 on tax lien sales until April 1, 2026 due  to  the  financial  hardships
 placed on property owners as a result of the COVID-19 pandemic.
   ยง 2. This act shall take effect immediately.
