BURKE -- read once and referred to the Committee on Governmental Operations AN ACT establishing the Native American and Other Historically Marginal- ized Groups Discrimination and Injustice Commission; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. (a) (i) There is hereby established the Native American and Other Historically Marginalized Groups Discrimination and Injustice Commission, which may be referred to in this act as the "commission". (ii) For the purposes of this act, "historically marginalized groups" shall refer to any racial, ethnic, cultural, or religious group which has been historically marginalized within New York state. (b) (i) The commission shall be composed of eleven members who shall be appointed within ninety days after the effective date of this act, as follows: (A) five members shall be appointed by the governor; and (B) three members each shall be appointed by the president pro tempore of the senate and the speaker of the assembly. (ii) Six members of the commission shall constitute a quorum. (iii) The commission shall elect a chair and vice-chair from among its members. The term of office of each shall be for the life of the commis- sion. (iv) The members of the commission shall receive no compensation for their service as members, but shall be reimbursed for their actual and necessary expenses incurred in the performance of their duties. (c) (i) The commission shall conduct a study on discrimination and injustices historically and currently faced by Native American and other historically marginalized people living within the state including, but not limited to: (A) indigenous boarding schools; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
